Custom Clearance: What is the NAFTA Certificate of Origin

The United States of America, Mexico, and Canada developed a uniform Certificate of Origin to certify that merchadise imported into the territories of these nations qualify for preferential treatment accorded by the NAFTA or North American Free Trade Agreement.

 

If items don't specifically meet the NAFTA Rules of Origin, they don't qualify for preferential tariff treatment, also the Certificate of Origin shouldn't be completed.

 

While the NAFTA Certificate of Origin doesn't have to accompany shipments, the importer should have a copy of this certificate in hand in order to claim the NAFTA tariff preference at the customs office.

 

At the discretion of the exporter, NAFTA Certificates of Origin may cover multiple importation of identical merchandise or a single importation of products.

If the value of a shipment for Mexico is less than $1,000 (US Dollars), or the value of a shipment for Canada is less than $1,600 (Canadian Dollar), a NAFTA Certificate of Origin isn't required. Instead, you can indicate in the Commercial Invoice:

 

" I certify that the merchandise referenced in this sales contract/invoice originate under the rules of origin specified for these items in the NAFTA or North American Free Trade Agreement, and that further operation and production outside the territories of the arties hasn't transpired following the production in the territories."
